1.      This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. WB4480-10/16 of 03 October 2016.

 

2.      The Government of the Republic of Ghana (GOG) has received  a Grant, for  the Additional Financing for the Ghana Transport Sector Improvement Project from the European Union through a Recipient Executed Trust Fund managed by the World Bank toward the cost of the Transport Sector Improvement Project (TSIP), and it intends to apply part of the proceeds of this  grant to payments under the the Output and Performance Based Road Contracts for the following lots:

(i)               Lot 1: ICB No: MRH/EU/ICB/OPBRC/TSIP/RC/P151026/P1/LOT1/20: Selected Feeder and Farm Access roads in the Wa Municipal, Wa West and Nadwoli-Kaleo Districts (235.4km) in the Upper West Region of Ghana.

(ii)             Lot 2: ICB No: MRH/EU/ICB/OPBRC/TSIP/RC/P151026/P1/LOT2/20: Selected Feeder Roads and Farm access tracks in the Lawra, Jirapa and Daffiama-Issah-Bussie Districts (208.9km) in the Upper West Region of Ghana.

(iii)           Lot 3: ICB No: MRH/EU/ICB/OPBRC/TSIP/RC/P151026/P1/LOT1/20: Selected Feeder and Farm Access roads in the Nandom and Lambussie Districts (225.8km) in the Upper West Region of Ghana.

 

3.      The Ministry of Roads and Highways now invites sealed bids or electronic bids from eligible bidders for the Output and Performance Based Road Contract for the lots mentioned above.

 

4.      The services and works to be provided by the Contracting Entity (CE) include all activities, physical or others, which the Contracting Entity needs to, carry out, in order to comply with the Service Levels and other output and performance criteria indicated under the contract, or with any other requirements of the contract. In particular, they include management tasks and physical works associated with the following road-related assets and items:

 

(a)   Lot 1

(i)    Detailed design of 235.4 km of roads;

(ii)  Rehabilitation and improvement work of 235.4 km of road;

(iii) Network performance (maintenance) works of 235.4 km of road:

(iv) Environmental, Social and Health & Safety compliance;

(v)   Monitoring Consultants and Employers Facilities

(vi) Emergency works;

(vii)        Complementary interventions

 

(b)   Lot 2

(i)               Detailed design of 208.9 km of roads;

(ii)             Rehabilitation and improvement work of 208.9 km of road;

(iii)           Network performance (maintenance) works of 208.9 km of road:

(iv)           Environmental, Social and Health & Safety compliance;

(v)             Emergency works;

(vi)           Complementary interventions

 

(c) Lot 3

(i)               Detailed design of 225.8 km of roads;

(ii)             Rehabilitation and improvement work of 225.8 km of road;

(iii)           Network performance (maintenance) works of 225.8 km of road:

(iv)           Environmental, Social and Health & Safety compliance;

(v)             Emergency works;

(vi)           Complementary interventions

 

The delivery of the initial construction period should be completed within 24 months.

 

5.      Bidders may bid for one or more lots, as further defined in the bidding document. Bidders wishing to offer uncondtional discounts in case they are awarded more than one lot will be allowed to do so provided those discounts are included in the Letter of Bid Financial part.

 

6.      Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018., and is open to bidders from all countries as defined in the and Procurement Regulations.

 

7.      A margin for Domestic preference shall not apply.

 

8.      Interested eligible bidders may obtain further information from and inspect the bidding documents at the Ministry of Roads and Highways at the address below on weekdays between 09:00hrs to 16:00hrs GMT from Monday, 20th July 2020 or may visit the Ministry of Roads and Highways (MRH) Website http://www.mrh.gov.gh .

 

9.       A complete set of bidding documents in English may be purchased by interested bidders on the submision of a written application to the address below and upon payment of a nonrefundable fee of GHS 1,725.00 (One Thousand, Seven Hundred and Twenty-five Ghanaian Cedis) or USD300.00 equivalent for each lot. For physical payment, the method of payment will be by Bankers Draft in the name of Ministry of Roads and Highways. The document will be made available for collection at the address below after producing the receipt of the payment.  

 

10.  For the purpose of Bidders who choose to submit their bids electronically through MRH’s Web site http://www.mrh.gov.gh , the Bidders may either purchase the hard copy of the bidding documents or may choose to download the bidding documents, prepare their bids and submit their electronic bids as specified in the Instructions to Bidders. In case the Bidder chooses to download and submit bids electronically, the Bidder shall be required to deposit the cost of the bidding document as specified in the Employer’s account as specified below and scanned copy (PDF format) of the Bank deposit voucher shall be shown as proof of payment before download of the bidding document allowed.

11.  A virtual pre-bid meeting will be held on 14th August, 2020 at 10:00hrs GMT after interested bidder have reviewed a video of the project sites which will be available on the MRH’s Website via youtube link from 8th August, 2020. Bidders will be provided with a video link to be able to join the pre-bid meeting.

 

12.  Sealed or electronic bids must be delivered to the address below by hand/courier or through MRH Web site http://www.mrh.gov.gh on or before10:00hrs GMT on Monday, 19th October 2020. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened physically and electronically in the presence of the Bidders’ designated representatives and anyone who chooses to attend in person, at the address below on 10:30hrs GMT on Monday, 19th October, 2020. Bidders will be provided with video link for those who wish to join electronically. All envelopes or electronic submission marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.  Late bids will be rejected and not opened.

 

13.  All bids must be accompanied by a Bid Securing Declaration for Lot1, Lot 2 and Lot 3 separaely.
